First off this inspection he is talking about is not a saftey or emissions inspection, and it's a long process. In NY when you buy a vehicle with a salvage title from another state, before getting a ny title the car must be inspectected by the dmv for stolen parts, and to see what repairs have been done on it. This is a very meticoulos inspection and they require receipts for everything!!!! If vins don't match they keep the car. Anyway the crap about it all is that you have to make an appointment for these inspections and it takes up to a month, then about another month for the title, so by that time the car has been sitting for two months!!!! My advice is to never register it in another state, leave it as a GA car with an address where you can always get your mail there.
